Democracy, rights & governance are at the base of managing & mitigating conflict. Democratic governance—responsive, open & accountable institutions and processes—serves the needs & preferences of the public & protects the fundamental rights of citizens (USAID). Accordingly, deficits in democracy & governance—such as exclusion or marginalization of population groups & weak civic engagement—drive conflict, fragility & violence (Mercy Corps). This Thematic Action Area is a collection of discussions, resources, events, & more that provide knowledge & coordination opportunities around democracy & governance work in conflict-affected settings.

“Democracy embodies responsive and responsible governance, rule of law, human rights, civic participation, and peaceful transfers of power through electoral processes” and strong governance consists of “inclusive, accountable institutions and a robust civil society” (USIP).
According to USAID, “Countries with ineffective government institutions, rampant corruption, and weak rule of law have a 30-to-45 percent higher risk of civil war and a higher risk of extreme criminal violence than other developing countries.” In contrast, “Countries with democratic freedoms are more just, peaceful, and stable, and citizens can fulfill their potential.”
