About the Position
Global Solutions Ventures (GSV) — a joint-venture partnership between ZemiTek, LLC and Dexis— is seeking a Monitoring, Evaluation, and Learning (MEL) Specialist to support the United States Agency for International Development (USAID), Bureau for Development, Democracy, and Innovation (DDI), Inclusive Development Hub (ID Hub). The ID Hub’s mandate is to promote the rights and inclusion of marginalized and under-represented populations around the world in the development process, working across various technical areas to “combat stigma and discrimination, promote empowerment and inclusion of marginalized or underrepresented groups, and improve the lives of populations in high-risk situations.”
USAID’s ID Hub serves as the government’s leader in promoting integrated development approaches to ensure full social participation in the development process by all involved, specifically by promoting participation from the world’s underrepresented, historically-marginalized groups. The ID Hub’s policies promote the needs and engagement of children in adversity (APCCA strategy), youth (YID strategy), Indigenous Peoples (PRO-IP), persons with disabilities (policy), and LGBTQI+ persons (LGBT vision). USAID’s Suggested Approaches for Integrating Inclusive Development Across the Program Cycle and in Mission Operations defines Inclusive Development as “the concept that every person, regardless of identity, is instrumental in the transformation of their own societies and their inclusion throughout the development process leads to better outcomes.”
The MEL Specialist will provide overall coordination of the ID Hub’s monitoring, learning and evaluation practices as well as support knowledge management tasks. The MEL Specialist will support ID Hub staff to manage the implementation, review, and development of its policies and practices to generate evidence, measure impact, and promote learning and adaptation. The incumbent will also lead the Hub on its standard monitoring, evaluation, and reporting tasks. The MEL Specialist will be a member of the ID Hub Program Office team based in Washington, DC. This is a long-term position with an immediate start date.
Responsibilities
- Work with ID Hub team, other USAID offices, other US agencies, implementing partners, and others to develop and implement robust MEL frameworks and learning agendas to measure impact and inform the implementation of the strategies, policies, and programs funded or managed by the ID Hub.
- Contribute to ID Hub’s capacity to disseminate succinct, digestible information in various formats regarding the impact of ID Hub efforts to senior Agency decision-makers and other stakeholders.
- Provide overall leadership, technical expertise, and guidance on indicator development and performance monitoring, including reporting through the Annual Performance Plan Report and other standardized reporting exercises.
- Help ID Hub teams create, implement, review, and monitor performance management plans (PMPs).
- Help ID Hub teams review, analyze, identify themes, and document best practices from annual Mission reporting (i.e., on “Key Issues”).
- Help ID Hub teams identify “success stories” and, working with communications colleagues, package and disseminate them (in a manner consistent with the principles of ‘do no harm’ and ‘nothing about us without us’) to internal and external stakeholders and communities of practice.
- Support USAID/ID Hub in organizing and facilitating learning meetings and other learning and knowledge-sharing events to bring together implementing partners and other stakeholders around applicable themes.
- Build a culture generating evidence and incorporating learning that leads to enhanced program effectiveness, scope, and scale. Work closely with technical units to integrate learning methodologies and practices to facilitate a learning culture.
- Provide, as needed, training or facilitation on specific MEL topics in technical areas such as evaluation methods, developing evaluation scopes of work, designing performance or context indicators, collecting baseline data, setting targets, analyzing data, conducting data quality assessments, and applying complexity-aware MEL approaches.
- Support the management (and potential further development) of the ID Hub’s contract management database to ensure efficient and effective reporting against mandates, directives, and funding streams.
- Support other priorities requiring MEL and data analytics or related subject matter expertise.
- Support cross-cutting program office functions/processes and taskers as needed.
- Contribute to addressing cross-cutting Inclusive Development Hub and Agency priorities, including the advancement of diversity, equity, inclusion, and accessibility efforts.
- Perform other duties as assigned.
Qualifications
Minimum Qualifications:
- Relevant Master’s degree from an accredited college or university.
- At least three (3) years of experience working in monitoring, evaluation, and learning in USAID programming or similar USG Agency or international development partner programming.
- Demonstrated experience in providing technical support, setting up and managing M&E systems that track performance as per the objectives of the activity (e.g., performance against each result area), and applying statistical methods and database management.
- Demonstrated ability to portray complex data sets in easy-to-understand formats, including visualizations.
- Demonstrated experience developing performance indicators, assessing and tracking data quality, data management, and/or training in performance management topics.
- Demonstrated experience training/facilitating workshops with several types of stakeholders on M&E topics; proven ability to distill complex information down to usable and understandable information for stakeholders.
- Excellent technical skills in data management, database management, MEL, survey design, mapping and/or assessment required.
- Demonstrated ability to advise across multiple offices/divisions and to serve as lead in coordinating a diverse group of teams and projects.
- Outstanding problem-solving, decision-making, and good judgment skills required.
- Exceptional skills in Excel, Word, and other Microsoft Office software and data analysis software, such as SPSS or Stata.
- Ability to obtain and maintain a Facility Access Clearance (FAC).
Preferred Qualifications
- At least five (5) years of experience implementing monitoring and evaluating activities for complex programs in developing countries.
- Highly organized individual who has both attention to detail and the ability to influence and manage large projects.
- Strong knowledge of USAID rules and regulations around M&E and familiarity with USAID’s approach to project management.
- Mastery of a wide range of qualitative and quantitative methods for assessing and improving programs and organization, including working with data analytics.
- Familiarity with adaptive management/the collaborating, learning, and adapting (CLA) framework and demonstrated experience using informational sources and research methods to analyze project progress, communicate findings to a range of external and internal stakeholders, and apply learning to work planning.
- Energetic, flexible, collaborative, and proactive; a team player who can positively and productively contribute to strategic and tactical initiatives.
- Ability to produce thorough, high-quality work within a tight timeframe.
- Excellent written, oral, interpersonal, facilitation, and presentation skills.
- Demonstrated ability to work diplomatically and collaboratively, build consensus, and bridge diverse perspectives and interests are strongly desired.
- Demonstrated experience producing visually appealing, accessible, easy to navigate online resources for a wide range of users.
- Demonstrated ability to analyze and synthesize information to present complex issues clearly and concisely, both orally and in writing.
- Ability to communicate in a second language.
- Demonstrated interest in international development and foreign assistance.
- Demonstrated interest in inclusive development, social justice, and engagement with historically marginalized groups.
