Job Description:
Online communities have become more common in the post-pandemic world. Communities that met in person moved to social media to form groups on platforms such as Facebook, WhatsApp, Telegram, Signal, and others. New online communities emerged as people missed everyday interactions and sought to form connections within the confines of their homes. Simultaneously , online conflict and the spread of misinformation and disinformation have become more pervasive. Digital community stewards have taken on these challenges, without necessarily being prepared to manage them ( GovLab Report, 2020). Online communities, especially ones that act as a refuge for marginalized groups and those who do not have the luxury of safely forming communities in the physical world, are also often targeted, attacked, and harassed. All these challenges put digital community stewards and the members of their groups in positions of vulnerability.
INTRODUCTION
Search for Common Ground is the world’s largest dedicated peacebuilding organization, founded in 1982. With programs across Asia, Africa, the Middle East and the United States, Search transforms conflict with a diverse set of tools inspired by its Common Ground Approach. As part of its 10-year strategy, Search is expanding its ability to understand and address online harms, while using digital tools to strengthen social cohesion. We call this digital peacebuilding. Search is seeking an LMS developer to adapt and transform an existing in-person 9-module curriculum for digital community stewards into a self-paced online learning course. This online course aims to enhance the skills and perspectives of these digital community stewards leaders to build trust, inclusivity, leadership, safety, and engagement in online communities while also navigating hate, misinformation, and conflict.
TARGET AUDIENCE
Search defines “Digital Community Stewards” (DCS) as individuals who review user-generated content to ensure members adhere to the rules, regulations, and community standards of social media platforms. They act, in a sense, as first-line responders who build safe digital experiences within social media groups that primarily focus on discussing social issues or act as an online refuge for at-risk communities. This includes admins and moderators of both public and private groups on various social media platforms (ie, Facebook, WhatsApp, Signal, Telegram, Instagram, Twitch, Discord, and Clubhouse).As of 2021, there were over 10 million Facebook groups, with over 1.8 billion people using them each month, run by 70 million digital community stewards.Searchaims to make the self-paced online modules widely available. Over the coming years, there could be thousands or tens of thousands of users. The LMS developer should specify different options and tiers which could accommodate an expanding number of users and potentially further opportunities to offer various language versions.
SCOPE
Search is seeking an LMS developer to adapt and transform the existing training curriculum for digital community stewards into a self-paced online learning course. This online course aims to enhance the skills and perspectives of these digital community stewards to build trust, inclusivity, leadership, safety, and engagement in online communities while also navigating hate, misinformation, and conflict. Search has already developed the curriculum, tested the learning journey, and conducted the necessary research to review and finalize the content of each module. However, because the modules were designed for in-person learning, each module will require adaptation into shorter self-guided online modules.
The scope of work will be undertaken in phases, that the consultant will outline in the technical offer. The consultant’s proposal should include a sample work plan and suggested timeline which specifies:

- sign-off by Search in the adaptation of each of the modules of the adapted digital self-guided curriculum,
- sign-off by Search on
- the choice of the specific online platform to host the self-guided modules;
- a reasonable degree of testing of the content prior to finalization;
- training and handover of the management of the online platform.

COURSE CONTENT
The curriculum currently has nine modules with 3 topics per module. Each module contains a facilitator’s guide, a participant booklet and a PPT, all of which are available in PDF, Word, and PPT format. Finalized content for one of the modules can be viewed here. Each module is currently implemented for the duration of 3 hours (1 hour per topic) via a physical or online training.
The curriculum is structured around a ‘dilemma’ for each module. This enables the learner to identify with the dilemma and select which modules might most meet his or her needs.
Search anticipates each of these modules to be an hour (60 minutes) long in the self-guided format. This means each topic will need to be transformed into a 20-minute lesson (although the duration might slightly vary depending on the relevance and size of the content).
In total, Search anticipates the development of a self-learning course for a maximum of nine hours and inclusive of 27 key topics.
Duration: May 15 – August 31, 2023.
Approximate value of contract: estimated between $30,000 – $50,000.
SCORING CRITERIA
All proposals will be reviewed based on the following scoring criteria:
Relevant experience (30%): Developers will be scored on the relevance of their experience in the development of LMS platforms. The successful consultant will demonstrate:

- prior experience in developing self-guided online modules for a similar target audience;
- ability to deliver to tight timeframes while ensuring proper input and sign-off by the client;

familiarity with the general notions of the curricula will also be an advantage
Technical: learning modules (20%) The successful consultant will:

- demonstrate track record of producing self-guided modules which are highly engaging for the target audience;
- demonstrate an ability to offer diverse methods of learning, including videos, text, quizzes, games or other creative approaches.

Technical: learning platform (20%) The successful consultant will:

- Offer options which will be fit-for-purpose for Search’s aims, will be cost-effective for a duration of approximately five year, with a potentially expanding set of users;
- deliver an option which can be efficiently managed by Search after the end of the consultant’s contract.

Value for Money (30%): The successful consultant will be able to offer competitive prices for the various components of the project.
SUBMISSION INSTRUCTIONS
All proposals should include:

- A technical proposal of no more than 5 pages outlining the proposed process for adapting the nine existing modules into engaging self-guided online modules.
- An annex with links of the developer’s current or past LMS work (preferably with links or a simulation)
- A proposed timeline illustrating the sequence and intersection of the various phases outlined in the technical proposal.
- CVs of key technical staff that the consultant would dedicate fully or substantially to the project if the contract is awarded.
- A detailed budget, which in particular disaggregates the cost of adapting the curriculum to the self-guided content, and the costs of building the learning platform. Ensure that the budget enables a distinction between labor costs (daily rates) and fixed costs.

Proposals will be reviewed on a rolling basis. Bids will not be accepted after 5pm EST on 3 May, 2023.
