Job Description:
Background
The consultant on climate security will support the development and execution of the CS team’s research agenda by contributing to the delivery of strategies, analyses, and reports–especially those concerning the intersection between climate, peace, security and mobility. In close consultation with the colleagues part of the Latin America and the Caribbean (LAC) Hub, the consultant will craft, implement, and support research strategies and deliver high quality, publishable outputs. This support will be in-line with three bilateral and centrally funded research projects/programmes, as well as more generally with the team’s research toolkit and partnerships development.
The CGIAR Initiative on Fragility, Conflict, and Migration (FCM) focused on enhancing the resilience of food, land, and water systems in fragile and conflict-affected settings, where migration-related challenges are prevalent. By taking a systems approach and working in partnership with local stakeholders, the Initiative seeks to generate evidence to inform effective policies and programs that promote social and gender equity, climate resilience, conflict mitigation, and peace building in these settings.
The CGIAR Initiative on Climate Resilience, also known as ClimBeR, aims to transform the climate adaptation capacity of food and agricultural systems in low- and middle-income countries. Its goal is to tackle vulnerability to climate change at its roots and support countries as they adapt and build equitable and sustainable futures. In particular, the consultant will be supporting activities from Work Package 2 focused on addressing climate security risks and enhancing climate-resilient peace by providing robust scientific evidence on the climate security nexus, supporting policies, programs, and finance to become more sensitive to climate security risks, and designing evidence-based environmental, political, and gender-equitable solutions through bottom-up, participatory, and multi-stakeholder engagement approaches.
Timing
This consultancy will run from 1st of September – 29th February 2023. During this period, the consultant will abide by regulations of the host organization, professionally conduct themself, and fulfil all duties as may reasonably be required of them during their consultancy.
Supervision
The consultant will be supervised by and directly report to Ignacio Madurga-Lopez, Climate security specialist, Focal point in Latin America and the Caribbean of the CGIAR FOCUS Climate Security.
Activities:
- Provide support to a project on climate, peace, security and mobility with a focus on gendered-human security risks by, among other things, conducting literature reviews, supporting the planning of field research and translating documents from Spanish to English and vice versa.
- Develop a Climate Security Pathway Analysis (CSPA) focused on Guatemala for the FCM Initiative.
- Support the planning and development of forums, conferences, webinars and similar events where the LAC Hub participates.
- Translations from English to Spanish (and vice versa) of knowledge products developed under the ClimBer and FCM Initiatives.
- Support the development of the Policy Coherence Analysis (PCA) as part of the FCM Initiative.
- Write two blog posts that summarise key documents and events in which the LAC Hub participates.
- Support the joint work with key partners in the LAC region (CCAD, Guatemalan government, UNHCR, UNDP, among others) to integrate climate security into their policies, programmes and actions.
- Support the development of proposals for new projects led by the LAC Hub.
Requirements:
- Essential: A Masters’ Degree in International Relations, Political Science, Human Geography/Mobility, Development/Development Economics, Peace/Conflict/Security Studies, or Environmental/Climate Change Management, and related qualifications.
- Essential: Comprehensive understanding and at least one year experience on working on the climate security nexus, drivers of conflict, peacebuilding, migration, and/or the humanitarian-development-peace nexus.
- Essential: Excellent command of English and Spanish (native, C1 or above).
- Essential: Extensive knowledge on the climate, peace, security and mobility dynamics in Central America, including but not limited to Guatemala and Honduras.
- Essential: Excellent knowledge and experience in conducting literature reviews to gain understanding of existing research and debates.
- Essential: Strong analytical skills and the ability to quickly understand new and complex topics.
- Essential: Ability to collaborate with colleagues and external partners while working in a highly dynamic working environment.
- Essential: Ability to work independently and ability to work to meet tight delivery schedules.
- Essential: Computer/software literate (Microsoft Office, Outlook etc.).
- Desirable: Excellent knowledge of and experience in using qualitative methods of research (including interviews, focus group discussion, systematic literature and portfolio reviews, policy analysis, pathway analysis).
- Desirable: Experience writing peer review papers, position papers, and/or policy briefs.
