Saji, thanks for your post, could this be a question of what constitutes good data and how countries might get access to more accurate data to inform their decision-making? I wonder if climate actors, or governments, have a lack of aligned measures which results in it being difficult to accurately collect and compare data? I.e. Richer countries may have the ability to track this more accurately.
